Yes, that is why I am in two minds about the new MOT rules where certain categories of fail cannot be driven away from the test centre. On the one hand, a car that is unsafe should not be allowed back onto the road. On the other hand, I’m afraid I don’t have complete faith in the industry not to abuse that power. 2005 D3 2.7 Auto

Which is why the system in Northern Ireland, run by the DVLA is ideal. No financial incentive to fail or pass a car, no work for a disreputable garage/ Although quite a few of the testers moonlight as mechanics on their days off and could potentially be a cheaper source of fixes.
