If you take that tyre off the rim, you'll more than likely find a chunk of old tyre sidewall being used as the 'patch' with the remaining hole filled with liquid rubber. I've seen tyres like that on cars when doing MOT's. Unfortunately there is nothing in the MOT regs that allows me to fail them. I always issue an advisory notice, marking it as dangerous in my opinion and I state on the advisory notice "WARNING. DO NOT EXCEED 30 MPH IN THIS VEHICLE". Past: FL2 TD4 HSE Auto
