Crank but no start after head rebuild

Hi everybody im a new member and this is my first post, im relatively good on the spanners and have worked on lots of different cars over the years so im not what you might call a novice,
I recently purchased a 2008 Freelander 2 HSE TD4 that had had a cam belt failure I stripped the head and examined for damage results where lots of rockers broken and a mark on the exhaust cam, all valves were ok and no damage to pistons, I replaced both cams and while it was off I decided to replace valve stem seals and re lap all valves
(I thought it would be rude not to) anyway after a long process of putting it all back together including an extensive clean of the inlet manifold inc throttle body It cranks but will no start I assumed it was air in the system so proceeded to bleed it by vacuum through the green return pipe, im fairly sure that no air is now in the system but car will not start, I also fitted a new battery as the original was weak even after a charge
now this is where it gets interesting Very Happy the car will run for a short period if I give it a squirt of brake cleaner and engine sounds fine but it just won't start on its own fuel, ive checked crank signal and that's ok one thing I have noticed is the throttle body makes a lot of noise and seems to go on for ages even after turning off im now scratching my head and thought I should reach out to those more knowledgable on freelanders than me Apologies for a big first post and hope members can point me in the right direction to solve the problem,

Live data for fuel rail ?

If the throttle body is not resetting properly do a search on stripping it down look at the gearing for wear

good point im waiting for the rain to stop atm what pressure should I be looking for i have a scan tool, also would throttle body stop it from firing up

just done fuel rail pressure and im getting 0.48MPa it did rise a little to 0.73MPa crank sensor is working showing over 200 rpm

I think the rail pressure is around 1600 -1800 bar

1 megapascal (MPa) is 10 bar (according to Google) so ID expect see about 160-180 Mpa Jules

I agree it should be a lot higher so where do I go from here could it possibly be a lift pump problem there is definitely fuel up to hpfp

England 2007 Freelander 2 TD4 GS Manual Baltic Blue

The lift pump is the inlet side of the hpfp. The pump in the tank just moves fuel over the saddle from the other side of the tank and keeps the swirl pot that the fuel line to the filter starts in full. That is why you have to bleed the fuel system of air when you change the filter.

yes I understand about the pump in the tank what im saying is could there be a problem with the lift pump in HPFP

The lift pump (which sucks up fuel from the tank) is part of the HP rail pump.
Pump in tank only evens out levels between th two sides of the saddle tank.

Commonest things - either its not been bled properly or there is no drive to the HP pump.
Its driven via a connectiion to one the camshafts and that can snap - resulting in zilch rail fuel pressure

when turning the engine over you can watch the rail pressure rise too a max of 0.73mpa so I assume its getting drive of the camshaft plus ive just replaced both cams

ive bled it until fuel returns through the bleed of pipe is there something else I can do ?

That doesnt make any sense to me.

JLR method is to suck fuel from tank using a hand balloon pump and push fuel through the filter, up to the HP pump and back to the tank. Until you cant hear bubbles in the tank and the ballon feels very firm.

If its being driven then the HP pump is not producing pressure. Either due to no fuel or its damaged Jules
