My spotlights are switch on by a rely which is triggered from the main beam wire from the passenger side headlight.

Very first thing I'd be doing is a hard reset by disconnecting the battery and leaving it overnight.

It doesn't particularly - just for a while to allow any residual current in any systems to dissipate.

are the lights CANBUS driven, could you have accidentally powered that line?

Possibly powered the canbus. Feed the high beam wire a 12v feed

The 60A fuses are under a cover on the battery side of the fuse box and are vertical,
