I think you are refering to the vents below the rear windows. I think, but am not sure, that they let air out of the vehicle. If air is to come in from outside it must have a means to exit. Perhaps someone knows better. |

I think it just a vent to send warm air to the back of the back lights to help stop them misting up |

The ventilation and heating of any car uses a heater blower motor to push external air into the car cabin.
