I do and will carry on as normal when I see horses, its all relative I dont drive fast on the country roads in question in the first place so as not to be surprised when finding a horse,bike,tractor etc around a blind bend.

Strikes me they are both at fault, I'd have fined em both, him for being a plonker and her for riding 2 abreast.

The Highway Code is quite different to the Road Traffic Act. The Highway Code is just that - a code, whether you choose to follow it or not is your choice, nothing contained within it for not following it following it is punishable by Law. It was written when we had respect for our fellow man/woman/road user. Nowadays, no-one gives a toss and courtesy is non-existent. They should have both been fined. Him more so, because he drives an Audi! They tried to lower the horse population by secretly adding them to certain meat dishes. In this case it doesn't appear to have made any difference.
