When a manufacture (say ... JLR) changes components on production line, they sometimes build looms to allow for that component change . this may only effect a few 1,000's of vehicles. It is worth doing if supplier is erratic or will cease to supply. Also to maintain production without the manufacture having overflow or shortage of component parts, in this case horn or loom.
