I use Meguiars Ultimate Black Plastic Restorer which works very well. I don't use it much so it must last long!

Boiled linseed oil, as used for sealing terracotta floor tiles, etc. Very effective, and less messy than engine oil. |

Another vote for WD40, I use it, as recommended by the supplier, on the plastic bits of my conservatory.
