It's most likely the IDD tool is not able to access the correct files to enable this feature on your model.

Firstly, the settings from the Disco 3 forum, say for L319 may not be correct for L538. You need find out the correct settings/flags for the correct MY for L538.

I'm afraid you have answered your own question and Yes the dealer is correct with having very few changes they can make in regards to activating features.
