Philllip, first they are "brakes". It is quite normal to apply the smallest quantity of grease to the back of the brake pads and to the edges where they locate within the calliper. The grease (I use Copperslip anti-seize grease) helps prevent rattles and squeals that can arise with "dry" pads/calipers. I have not encountered your exact symptoms, and cannot explain the cause but it sounds reasonable for your garage to have done this.
