They won't clip out they have this clip behind to hold them in.

maybe its a bumper off job then to get at the clips behind properly |

Is it possible to access the clip by removing the dog light bezel and lamp? MY15

No, because the fog light mounts to a cup-shaped moulding which is welded to the back of the bumper. Like this:
