Car parking scam

In the news recently, http://www.bbc.co.uk/news/uk-england-lincolnshire-34220908

The company said "disciplinary action was in progress"

Surely this isn't just some misdemeanour... this is fraud. The company concerned are liable to a criminal prosecution, no?

It certainly seems to me that it's fraud but as a lot of these car park companies are run by ex-coppers SFA will done about it.

It is not the case that these 'Penalties' aren't enforceable anyway?

Wonder how many innocent drivers actually paid up to save hassle.

Looking at the photos, the other three cars also overstayed if the time stamp was to be believed! 1982 RR Classic-converted to 200TDi-gone

Parking charges for (eg) overstay etc are just that - invoices to defray costs incurred. They aren't penalties or fines. So they're a civil matter between you (driver) and the car park company. But once the car park company tries to rob you of unwarranted cash, that's a criminal matter IMHO. I'd invite plod to examine the matter. ...
