flickering and flashing fog lamps while driving.

Driving home from work this mornings after the nightshift I noticed the front and rear fog lamp on the dash flashing and flickering?
This is happening without any lights switched on any one know what could be causing this?
Checked the lamps whilst I stopped for fuel and they are flickering as well. Its as if they are getting a pulse signal to activate.

Thumbs Up thanks I traced the fault to the switch panel wiring loom the wire seams to have rubbed on a metal bracket so repaired the damage and insulated with heat shrink.
Lucky for me as it could have been another freelander that went up in smoke.

I agree the fuse should have blown but it didn't until I was testing the wires with my testing probe to trace the fault. The modern can bus electrics seam to be unpredictable as I have mates with Peugeots that have had battery lights on and no battery charging due to a blown rear wiper motor fuse.
