The voltage should not drop below floating voltage in any situation.
The floating voltage is temperature dependent.
In my opinion, should never be below 13.5V when around 20 degrees C, the lower the ambient temp, the higher the voltage and vice-versa.
In my gallery is a table with temperature compensated charging voltages.
