Freelander 2 TD4 receives no DC power in dashboard

I own a Freelander 2, 2007, Friday morning TD4 who did not want to start.
symptoms are:
- Receives AC power to the control panel, radio, window controls, etc.
- No power to the dashboard (clocks & lights),
- I checked the battery and it is OK;
- I checked all the fuses and relays and they are OK,
- Diagnostic port receives no current and therefore can not diagnose the car.

Do you have any suggestion? It happened to someone?

It might be a long shot but I once had a similar incident with a visitor's VW tourag parked at work which did exactly the same. It was about 6pm. The battery voltage was fine and no obvious signs of blown fuses. We called a VW dealer service dept who were about to go home and they suggested disconnecting the battery completely, wait for a few minutes and then reconnect. This would cause the car's electronic systems to reboot. It worked and everything returned to normal. As I said it's a long shot but might be worth a try.

There has been a thread before about an electrical connector in the passenger foot well. It sometimes disconnects shutting off power to the dash etc, maybe this is worth looking into?? Black MY2013 SD4 GS Auto, Wood Company Armrest, Freel2 sticker.

The car engine is diesel 2.2 PSA.
I identify this electrical schema 303-06 STARTING SYSTEM Ignition.
I have check Fuse FE42, FE17, FS27, FS23. The fuses are OK.
Relay-Ignition RE7 is working,

Any one has any more ideas?

The instrument cluster is essential for unlocking the steering column which in turn allows the engine to start.

Try the following for making sure all other things are OK.

Disconnect the battery and wait a minute.
Firmly reconnect the battery, without worrying about tightening the battery terminal, and as soon as possible (within several seconds from reconnecting the battery terminal), get into the car, insert the key and try to start the car.
If it starts, the instrument cluster must be checked - it's malfunctioning.
If not, other thing(s) is/are with problem(s).
