I have a Bluetooth one which connects up to my phone using an app called 'dash'.

Cost was $10.

I have spent 6 times that on Hawkeye, which has the benefit that it doesn't need a laptop, so it lives in the car.
It has the disadvantages, that it seems more focused on Disco/Defenders, so it won't operate actuators that it will do on other LR kit, and it is tied to a specific model unless you purchase further unlock codes, each of which costs more than the V138 in your post.
For example it can reset oil service and crash detection, it can test for horn relay operation, but when the rear OS door lock failed it was down to good old multimeter and stripping the door down to diagnose.

Good news for Hawkeye owners is that the free upgrade to version 7 is now available - mines currently on version 5 Tangiers Orange - gone, missing her
Replaced by Ewok what a mistake - now a happy Disco Sport owner

The Freelander 2 is a complete separate "entity" from other LR models from conception and therefore diagnostic point of view.
That said, you'll find out that even with dealer's tools you wont have many actuators to drive. Neither to many values to read. Just the real useful one.
A guy from LR technical department said that a different team worked on conception and design, wanting to "erase" somehow the bad image with Freelander 1 and therefore everybody will admit now, that from reliability point of view, the Freelander 2 is by far the most successful one among other LR models, with much less problems and entry in workshop/service.

Back to the original question, with the correct software, will do everything you want, meaning LR dealer capabilities.

Just received mine a few days ago and is OK. Only one problem I noticed, can't read the battery voltage while the engine is off.

I've just ordered one too.

The cheaper version gives dire warnings about not connecting to the internet - "No Internet Connecting, Or it will make damage to JLR Mangoose!!!" - but not this one.

I was wrong about not reading the battery voltage, it's working fine. Yellow color of the battery icon when the engine is off fooled me. Battery icon becomes green only if the voltage is above 12.8V
