It's OK to change your wheel in the event of a puncture provided you carry out a full risk assessment which you have to forward to the HSE for approval.

After having a puncture at work recently on the MI, nearside rear, set about changing it a bit smartish, just got the wheel off when Police arrived, asked to what I was doing was asked why I didn't call someone out to change it as it is to dangerous to do it yourself and did I realise how many vehicles get hit on the Hard Shoulder. In my view, to spend fifteen minutes changing a nearside flat was a better option than having the vehicle on the Hard Shoulder an hour or more for someone to do it for me.

Ah, but I suppose the upside is that having got someone to do it for you, he gets flattened by the artic - not you! Expensive option though unless you are a member of a roadside recovery service.
