I have just been passed in Yate, South Glos, by a white 63 plate Evoque with blue lights behind grill and two tone siren. No other markings on it! Was certainly belting along with the siren screaming and the blue lights flashing!

I'd imagine it would be a police car. No need for fire or ambulance vehicles to go incognito. Past: FL2 TD4 HSE Auto

NHS managers, doctors and paramedic incident managers can kit out their own cars and run blues. So likely to be one of them.

Check the regulations, under discussion in parliament this week. None of the groups you mention are allowed blues and twos! 1998 300TDi Auto Disco, never to be forgotten. 2008 Auto TD4 Freelander2, now gone? 2013 Auto SD4 Freelander! As far as I know the only civilian who is allowed to use "Blues and Twos" is the secretary of an RNLI lifeboat station as he/she is usually the launch authoriser.

Fire Service Officers will often have blue lights in the grill, but if responding to incidents they should have a roof light mounted. Something to do with the blue lights being visible through 360 degrees.
