I've had the chance to have a look at the 2013MY and was pleasantly surprised. Without giving too much away (including my job) it does look better on the dash. On the outside its only the lights (incl fogs) that were different.
It's a really early build so chances are there will be more changes ...

I did a Halewood Factory tour a week or so ago & there were about 7 Freelander body shells all parked in a line with 13MY on them. The guide even commented that it was unusual to have so many shells sat in the place where these were. (Past) Freelander 2 HSE 2010 MY In Rimini Red.
(Past) RR Evoque Dynamic Lux Si4 In Firenze Red.
(Past) RR Evouque Pure Tech in Barollo Black with bespoke Firenze Red colour coding.

Someone told me Yes but not in the UK though I forgot who & when that was lol. I recconed last year when the Si4 Evoque was launched that the 2012 FL2 would be available in Si4 but I was wrong on that one.

I know Si4 is going to the states and OZ, but I am sure it is coming here too. My personal opinion, is that as a result of the sales of Si4 Evoques, they will put it in Freelander.

Many SUV owners don't want diesel and have many petrol options in the form of XC60, Q5, X5 etc.

Given that LR have used ford engines in the Freelander I wonder if we will see the new Ford 1 litre3 cylinder turbo in the FL3, although to give it any credibility it would need one on each wheel.
Seriously though I didn't think they could get the existing 6 speed Aisan Warner box to work with stop/start., however I did read somewhere that ZF were developing a auto box for front wheel drive vehicles, I wonder if the FL3 will have a new auto box as well.
With regards to the Dash my major gripe is the build quality, the creaks and cracks I get when driving over bumps leads me to conclude it has been built out of lego bricks. However, I didn't realise updating it was such a major job involving the whole vehicle control system.

Polish LR site is full of misleading information regarding si4 and i6

Spoken of the creaks from the dashboard. Mine stopped creaking after I've installed the wood fascia kit.
