Search Rivnut on here there is loads of info. It is a captive nut that fits in the sill under the plastic covers, no drilling needed.

might take more than an hour to sort out those odd brackets. search on side tubes threads re rivnuts At work

The brackets on the steps in the photo look OK, the extra brackets in the lower photo don't look like anything connected with the side steps, unless they stick out 12" from the side of the car |

I will second Taz's comments, they look different to the fitting kit on the genuine ones.
