It looks like the sort of bolt that you would use to secure something to the vehicle, for example a spare wheel, it's about the right length.

I think you are right, the recessed head collar looks like the handlebar adjuster on lots of bikes. FL2 XS SD4 Auto 2010 2012-2017 (21k - 91k miles) (MY2011)

I hope your son hasnt been cycling about with the stem and forks held to together by a rusting expansion plug thats not under tension any more. Jules |
