Breather?

Hi does anyone know what the rubber pipe/hose sw
Shown in the centre of the picture is?
The one with the numbers on that looks like the end of a walking stick
It seems to be connected to a metal pipe at the bottom then tapers out to about 27mm then outputs as shown in the picture
Should it connect to anything ? As it's just flapping around at the moment
