Given those clues, the dia of the pipe and the proximity of the steering rack in your photo rather than routes towards wheels, I agree it likely that it's the leak and the loss of pressure (or fluid) is making it feel heavy Gone... 2013 XS TD4 Manual Firenze Red

Those pipes are supply and return pipes for the power steering .

Thanks chaps - reservoir is empty and topping up led to it leaking out at the rusted through pipe as soon as I started it up. Off to garage tomorrow then to get it fixed.

Just as a follow up, my car went into local independent and they replaced the power steering pipe assembly that is shown in the picture,replaced the fluid and it's all fixed and working fine. The pipes are alloy and in a metal bracket and 7 years has seen them rust out - leading to the inner rubber hose to split.
