intake air flap control actuator

Noticed this morning a whining sound from under bonnet which runs on for a few seconds when the engines turned off.
We're on holiday so took it to a local garage who said its the intake air flap control actuator?
The garage rang land rover who said its £103.70 +vat and land rover need to fit because of the electrics/computer
We've just rang land rover who said it's the above £124.44 inc vat and 2hrs labour at £190!
And the waive the £99 inspection charge as they've been told what's wrong by the other garage!
Does this seem about right?
And is it really only a job for land rover? As my usual mechanic at home said its not a big job?

Try this one, about 20 miles from you, haven't used them but it could help you out of a tight spot.

2012 Freelander 2 SD4 HSE Auto Santorini Black

Mine does this. There are posts on here which say it's normal behaviour. Quite a high pitch noise.

There a a high pitched whistle goes on for a couple of minutes , which is normal, just assuming Martin already knows about this one being an old hand and having had two Freelander 2's, sounds as though this is something more.

This is more like a whirring/gentle grinding noise??,funnily enough true to form it's not doing it now!
