The coolant drain plug or valve is located on the lower left of the radiator. I note from the workshop manual that it requires a 1/4 turn or 90º, anti-clockwise, to open the drain. I opened my tap and no flow occurred - and I am not aware of this type of plug/valve. I suspect that because it turns 90º, that at the open position, the tap/plug can be pulled out of its shaft. I know from previous vehicles that the drain valve normally unscrews and uses O-rings as seals.
As it is plastic I do not wish to grab the tap head, pull it as a way to remove, and have it disintegrate or break. I am seeking advice about the drain plug, why there was no coolant flow, and how one may remove it and clean.

May just be silted up. Can you pressurise the system to clear the blockage? Run the engine for a while?

Reading the workshop manual it only states after attaching a drain hose, to 'open the tap' and it also states it is torqued to 7Nm, so I would imagine it unscrews to allow its inner body to expose the drain hole.
I was able to remove drain plug (LR002662) and drain coolant.
Images of the drain plug are online and it is replaceable. One can rotate the plug back and forth, and the coolant will leak slightly, lubricating shaft and then one can pull the plug backwards, and coolant will flow. It is stubborn and confined, and rotate from 3PM to 10:30AM (laymans language)...about 120º. I was not able to remove drain plug and not necessary for coolant drain. Advice to others is to slowly rotate back and forth, and pull backwards...jiggling and rotating, and drain will open.
Drained about 4.5 litres of coolant and replaced with fresh Red OATS coolant...and vehicle OK and fully operational.MY08 Freelander 2 HSE TD4
