The Thule tilt system clamps around the towball so it matters not whether your towball is detachable or flange fit. As AD1234 says the height is governed by legislation so all you need to do is decide on a bumper cut or not and detachable or not.
Choose a Witter flanged or detachable if you don't want to cut the bumper.

i have the landrover fixed height. the reason being between the ball and the fixed plate theres a bracket the rack clips into keeping the tow hitch free. This also has a tilt system just attached differently via a bracket and holds the bike via the stems or cross bar. i have full suspension and cross bar bikes with no problems attaching them. it also is small enough to fit in the boot when we are out on the bikes. not sure if the trim is cut as the bloke in the land rover garage put it on when i bought the car.

the tilt/ball hitch ones hold via wheels and as long as you have a ball hitch you can use them.

i can take a picture late if you like of the whole set up.

I'm thinking of getting a detachable one as I'm running with the assumption these don't require cutting my bumper. Then I can get my cycle carrier at long last.

Don't go with that assumption, some makes fixed or detachable may require a bumper cut, personally the detachable Witter I have, does not.

I have up loaded the pictures to my gallery. The plastic skirt is cut, its one of the plastic sections already there. you can also see the bracket, big and ugly but does the job and with in 5 mins i can have 4 bikes on ready to go.

They seemed to have come down in price dramatically.
If your half decent with a spanner it's not hard to whip the bumper off and fit the Towbat yourself but another pair of hands would be easier.
