I had a similar problem with a Vauxhall steering angle sensor just the other month. As soon as I moved the wheel it jumped to 1500 counts. Turned out to be the sensor.

Also 110v? Thought it was all 12v? Confused Or am I missing a windup or something else?

Mines used to do this changed the glow plugs as three were open circuit. Used to smoke a bit for the first couple of minutes. But like Glenna said leave the ignition on a few seconds before starting.
