NIP's have top be served on a person within 7 days unless there is good reason why it can't be done within this time limit, you know like the registered keeper, not being the owner. It can be done verbally, by letter or by the service of a citation/copy complaint.
They apply to Speeding, Parking Offences, Some obligatory sign offences, Careless Driving etc, without there being physical damage and the like etc. etc.
What a lot of useless information I have....
