Front bumper ‘bracket’

Hi
I’ve found my front bumper, passenger side is held on by a cable tie.
Can this be fixed back to ‘normal’?
If so what do I need to fix it?

England 2013 Freelander 2 TD4 XS Manual Fuji White

Looks like the bumper has had a whack at some point? you can either replace the captive nut onto the metal bracket or just put a nut and bolt through? former would probably better in case you need to take the bumper off again. 2013 FL2 XS.
