Might be set up to be a daytime running light, depending on where you live and the vehicle spec?
Will probably need plugged into diagnostic equipment to deactivate it, unless there is something in vehicle setup on the dash or stereo display.
My son's VW Polo has dipped beam headlights, sidelights and tail lights all on as DRLs all the time, seemed strange but the biggest issue was headlight bulbs didn't last long. Fortunately in the VW there is an easy mod to disable a wire to the headlight switch. Landrover - turning owners into mechanics since 1948

Sure I have seen the option to configure the headlights in the Gap Tool

Lots of cars have dipped headlights on all the time and it seems to be a trend that is increasing. So you have a choice, turn them off or join the club. For me I would leave them on as in today's society you could be the odd man out, and by default found guilty, when in the event of an incident you were the only one with the lights switched off. While that may not legally correct it does no harm to protect your own backside.

That's my personal view, what do others think?
