I'm sure I've seen post's here before on flickering lights.

My 2007 Freelander has an intermittent flashing on the dips, it seems to be getting worse, lights don't go out just flicker.

At the same time the dash lights also flicker,
The dash lights flicker intermittently when the lights are off also, you can see this when sitting in the car at night with lights off. (engine running)

Engine rev's don't make any difference to the problem.

Can anyone point me towards the likely cause?

Are the lamps standard?

Do the lamps flicker when engine not running?

Are you seeing AC on the 12v DC - meaning problems with Alternator Rectification. FL2 XS SD4 Auto 2010 2012-2017 (21k - 91k miles) (MY2011)

With engine idling or while drive the voltage intermittently drops and spike's between 13.1 to 15.8 volts.

At around 14 v the lights seem to be ok

15.8v is way over charging. Normal output from an alternator is between 13.5 - 14.5v. Landrover - turning owners into mechanics since 1948

ive had this problem and its the Alternator, I replaced mine with a good used one and it took about 2 hours with plenty off tea breaks, get it done ASAP as the voltage spikes can damage various ecu modules

Your symptoms match a failing rectifier ---- normally cured by complete Alternator change ---
