I'm right in thinking I need new front brake discs because when I break at any speed over 10mph
the steering wheel shudders. It doesn't shudder when driving at any speed, just when I break.

Could be a number of things suspension ball joints, track control arm bushes, track rod ends,
If the discs are warped, heavily scored, then yes as a starting point check the run out with a dial gauge but also check for loose calipers. 2013 FL2 XS.

I am sure that I read recently of a similar problem, and it was caused by a sticking brake calliper.

It was causing the disc to heat up, and was found by (carefully) feeling each wheel centre after the car had been used.

Always make sure the caliper slide pins are clean and greased, one of the more common causes of brake trouble.
