2008 LR2/FL2 molded bumper upper retainer screw mounts

My 2008 LR2/FL2 molded bumper upper retainer is kaput. Repairing it with a plastic welder and rods seems a waste of time as it will likely transfer the cracks elsewhere.
Here's a pic of the section I'm referring to:

I've never removed the front bumper, is the arrowed molded section removable or part of the entire bumper assembly? From what I can see (without removal) it looks like it's part of the entire bumper assembly. Right around each upper retaining hole is basically falling apart likely from age and heat. Plastic parts........... Big Cry

I considered bigger washers but, IMO, the black plastic has gotten brittle and is simply cracking so most likely I'll end up transfering the cracks elsewhere. From what I can "see", it's doubtful that those bolts really do any real "retaining" work but I'll investigate further. I might just cover the top bracket with adhesive a heat shrinkable carbon fiber skin and call that George for now. I was going to hot nail it but I don't think will last any amount of time. Epoxy is another option as I am not trying to buy a replacement bumper Very Happy!

UPDATE:

Decided to hot staple it and then cover it with carbon fiber pattern vinyl shrink wrap. Should be good for at least a year while I seek a cost effective solution.

Can you post pictures of the issue. I'm curious as to how the plastic can crack, as it's not under any stress. Hyundai Ioniq 5 Ultimate. The family car.

It's all hot stapled now and fully covered in vinyl wrap, you can't see the cracking but mine does have some forward play as I can push the top in about 1/4 inch.
