We have similar in our bathroom and ensuite. The heating elements are held In place by a type of plastic mesh. This was laid directly on the concrete floor, tile adhesive spread over the top of it and tiles directly on top. No issues at all. Landrover - turning owners into mechanics since 1948

If you need to lay something as a substrate , 6mm cement tile backing board has the rigidity and doesn’t lift the floor too much 2009 GS Auto Zermatt Silver - Sold June 21 after 10 years of ownership
