Steve D, verskoon my asseblief, the explanation is quite simple.

The DMV for some reason of insanity have a vehicle registration office in Bellville.....they prefix all vehicles with CY, rather than CA.

That's about all that Belville has going for it. I liken it to the currency, affectionately known as "bi-focal", as you can buy foc-all with it! Rolling with laughter

Correct - here a pic of my Capri that I had in 1982 when I lived in Bellville. Loevenhof 2, First Avenue, Bellville, 7530! Flat belonged to the company and was next to the workshop. Please excuse the budgie smugglers! Laughing
