Simon, you're spot on. Reg 25 is for commercial vehicles. That will teach me for looking it up when I should have been asleep.
The fact that Reg. 25 is explicit re. speed ratings and weight ratings for commercial vehicles, but is silent on passenger vehicles indicates that there is a reliance on the above more general statement of suitability. So back to your insurers and their view on if they would accept an H rated (130MPH) all season tyre with specific 3PMSF winter markings, for a car with a max speed of 118MPH, downhill, with a following wind.
