Power Steering Issue - heavy at tick-over

Need some help here please. At tick over my power steering appears to be very very heavy, yet at normal running (increased revs) it is fine. The car has had a new steering rack in July 19 and a new power steering pump in Aug 19. (I was not the owner when this was fitted) Looking through this forum I noticed some posts saying that the PAS reservoir filter can become blocked causing the above. So I have had the reservoir changed and the PAS fluid flushed out and replaced, but it appears the problem is still here. It feels as though the belt is loose if i put it in full lock (particularly turning right) the steering feels as though it is pulsating, although the belt feels tight. Has anyone had anything similar and can pass on some advice? - Thanks in advance.
Car is a MY 2007 FL2 2.2 TDI

Sounds like you're running out of things to replace!
Correct PAS fluid used after the flush and not just a garage saying "oh it's got red in there, i'll put red in again"?
I've heard of new pumps being duds but that's pretty rare.
Mine has some pulsing at full lock if you're not moving so I'm hoping that's normal Laughing
Any odd steering sounds or notchy feel to steering wheel?

Hello Grue -
Yes it was CHF11S/CHF202, checked it myself.. This is a something new with the steering as it started last Saturday, after a 30 mile trip and pulling into a car park, prior to this the steering felt normal at all revs.

Can you see flow eddys in the reservoir at tick over when you take the lid off?

Difficult to say with the vibration from the engine, but yes there maybe a flow eddy in the reservoir.
