I have Snapspeed on my iPad, it was free and in my very limited use of it does what I want. Also comes in Android, I’m not sure if you can get it for PC. |

i have heard snapseed is ok for editing, as a freeby tool

Try gimp, which is open source. It's THE alternative to photo$hop.

Another vote for gimp - used this before I got on the adobe gravy train - and still do as for some tasks it is a lot quicker
