The planned LEZ expansion that was due to affect Diesel Land Rovers from next year has been shelved by Mayor Boris Johnson

The original scheme was widely welcomed in the capital but many people suddenly found that they were on the hit list too. Initially only affecting HGVs and buses the scheme was to be tightened over time to affect most diesel powered commercial vehicles, regardless of whether those vehicles were privately held.

It was the fine print of the scheme that had Land Rover owners in the capital up in arms. From October 2010 they would have to either pay up to £3,000 to have their vehicle converted with particle abatement equipment or pay £100 every day to drive it in London.

This classification for smaller vehicles - under 3.5 tonnes - also caught campervans, motorhomes, horseboxes, school minibuses and even charity collection vehicles. It was further confusing because it was largely down to how the vehicle was registered. Some Defenders were classed as PLG, some as 'Estate' or 'Station Wagon' even TFL couldn't guarantee that you wouldn't be fined even if your vehicle was not a 'commercial' vehicle.

Now Boris Johnson has announced that this third phase will not go ahead as the benefit will be negligible compared to other clean air intiatives being rolled out and would also harm small businesses and private individuals at a time when they can least afford it.

The Mayor of London, Boris Johnson, said:

“I want to do all I can to ease the burden of the economic downturn that is affecting us all at this time. Although the Low Emission Zone has been successful in tackling the worst polluters, and will continue to play an important role, it is not the right time to press ahead with extending it to include smaller vehicles like vans and minibuses.

"Many of these will be owned by small businesses, charities, and self-employed Londoners already hard hit by the recession. Simply put, the cost of fitting pollution equipment or getting a new vehicle would have come as punch in the ribs to those who need our help at this time, would have destroyed profit margins, and endangered our businesses. I am confident that the new course we have set finds a balance between London's environmental and economic needs and that we can lower emissions in more imaginative ways."
