If the drain happened to be the dividing line between the two spaces, perhaps he/she didn't want its ass end sticking out either. |

IF the BMW had hit that black thing sticking out it might have pushed you back into your bay. (if the channel is the dividing line)

From my slightly bias BMW perspective I see nothing wrong with how the BMW parked, if the drain run is the end of the bay then the FL2 is too far forward, the BMW looks to be a 3 series so will be longer than the FL2 thus they wouldn't want to be sticking their arse end out. |
