has the front bumper towing eye been bumped ...... or is it just badly fitted (Last Photo) ????

no idea what you mean, it's not ever been used or bumped?

look under the last part of the reg plate ...... the panel doesnt look to fit properly ??

I don't think this is anything serious, that towing eye panel is just held on by 2 clip/screw things.

The price seems reasonable for a private buyer, I just paid £23k for my similar model with 16k miles on the clock, but with a 2 year LR warranty.
