Weird keyboard problem on Expensive PC - solved

Has anyone seen anything like this? I have built and fixed a lot of PCs in my time but this one is proving a real problem.
A neighbour came to me with a Lenovo Ideacentre A10 700, it's an expensive touch screen 24" pc Win 10 with fancy speakers etc costing over £700. It was out of warranty and the image in the screen was jumpy and the PC was was totally unuseable. I had a look and did the obvious things and decided that there was a hardware problem with the touch screen so she took it back to PC World and they sent it to Lenovo and a guy rang her up saying yes the touch screen needs replacing and it will cost £750 ! When she declined he offered to disable the touch screen part so that the PC should still be useable as a standard unit. So far so good but then she brings it back to me saying that she can't get the keyboard to respond. I removed the fancy wireless keyboard/mouse unit and all of its drivers and installed a usb wired keyboard and a usb wired mouse thinking that this has got to work. It doesn't.
So when I look in the bios I can see the keyboard and when windows starts up I can key in the windows password but after that the keyboard is unresponsive. It's as if there is still something in there listening for a touch screen keyboard that no longer exists. I have made sure that it's not in tablet mode but I am running out of road on this one so any ideas out there? I might resort to use of the recovery partitions but I have a feeling that I will just end up where I started. 3 x FL1 2 manual + 1 auto

I guess you have tried changing the bios settings to legacy devices or something of that nature. Perhaps try setting the bios for default mode if that doesn't work.

If anyone is interested after a lot of research I discovered that "filter keys" was set to on in the "ease of access" section for disabled users. God only knows how that got set and why it interacts with the disabled touch screen and disables a physical keyboard. 3 x FL1 2 manual + 1 auto
