Did they remove the old oil and gas pressure test then replace with new oil and gas? |

Is the engine cooler fan spinning?

Sounds like the fan speed controller failed. If the fans are not running the gas pressure rises too high and causes the pressure sensor to stop the AC from working until the pressure drops. It will be fine when cruising as natural air flow cools the condenser.
