That is correct. The LR tow car requires a rear bumper valance cut. The advantage is the tow bar is as high as possible so as to not impinge too much on your departure angle (when used off-road). My Witter bar metalwork comes out below the bumper but makes a good battering ram for anyone following too close. 10MY (Sept 09) TD4 HSE Auto in Stornoway Grey (Now Gone)

Ths wont help the OP but might be of interest to other members; the Witter removable flange towbar (R41AQF) does not require the bumper to be removed or cut. Two holes need to be drilled behind the removable left bumper reflector ( to give access to 2 nuts) - though it can be done without drilling if you have small flexible hands, I'm informed.
