I only mount the cross bars when I need to carry something. |

he means there should be a permanent support strut across the back section, near the rear feet of the roof rails that is an integral part of the rail system.

The cross brace has 2 hex bolt either side & are in an almost impossible location to tighten. Also not designed to be unscrewed & re-screwed in place too many times. It stiffens up the whole roof rack structure. So when carrying something it will look like there are 3 cross bars, but one is the cross brace & it does not have a rubber strip in the top face & it is not designed to carry a vertical load.

You're right, I don't have that piece in my roof rails kit. I have bought it second hand last year but did't realise that part was missing.
