We have £15M liability for our engineers out on the road, I think this is the minimum we need to be able to work in NHS sites.

Check out the FSB (federation of small businesses). It is well worth joining. They have an insurance partner too which generally offers good prices.

I get my Public Liability insurance through Intasure, a Royal Sun Alliance company. 10M Employee, 5M Public. Just checked my renewal and it was £128 for the year. That's at one fixed premises though - don't know how it works when you are out on the road.

Even at circa £1,000 it seems expensive unless your company does Tree Surgery as a sideline. Are you sure it doesn't include Professional Indemnity. Prior to retirement I was an ifa and the pi costs were eye-watering with premiums in excess of £4,000 to cover a small practice.
