Is this right? Open vent under skuttle panel

I removed the plastic battery cover today and noticed that I could see right into the interior vents through the bulkhead - just wondered if someone could tell me if this is correct or not? There's a metal bracket of sorts in front of it, which is why I wondered! Pic attached.
