Can I transfer Private plate

I have a private reg that I have not used for some time- its on a retention certificate till April 2025- I have read the document and its not clear.
Ideally want to put plate on my wife car so would need to move ownership of plate to he

Question- can I do it? if yes how ?

If the dates are right then I suspect it will have lapsed and ownership reverted to DVLA Silver 2009 HSE
