When I got my General Grabbers AT tyres for my car, I checked with my insurance company about fitting tyres with a lower speed rating. The AT's are a H were as the Wrangers they were replacing were V ratings. I emailed Michelin in 2011 and received this reply;

The only input that I have from Belgium is that the speed rating of the tyres on the same axle must be identical.
I had an MOT failure (Technical control over here) due to having the same tyre size, same manufacturer, same model but one was a 92V and the other a 92W and this on a C5 which couldn't achieve the maximum speed of either tyre......

Some insurance companies do require notification if you change the specification of the tyre from that originally fitted. My insurance company insisted I informed them when I switched from summer to winter tyres as it was considered a "performance modification". Crazy but true so to be on the safe side I would contact your insurer by email so you have evidence of their reply if the worst happens and you have an accident.
