I suspect that they are double sided sticky pads. The next drawings show the protective backing paper being peeled off.

As above. 3M-4298 is an adhesive agitator. You need to peel the backing off the pad, and use the adhesive agitator to wipe the sticky part of the pad before you affix it to the part itself. Make sure you do it in a well vented area, and wear the supplied disposable gloves, as it WILL irritate bare skin. Foraging near Gaydon....
